EU - The New Battery Regulation Published欧盟公布新电池法规REGULATION (EU) 2023/1542

The European Commission published the new battery and battery waste Regulation on 28 July. The new Regulation remains most of the chemical and labelling requirements set forth in the Directive 2006/66/EC. However, it also adds a restriction limit for lead and a labelling limit for Cadmium. The main chemical and labelling requirements are as follows:

欧盟委员会于2023年7月28日发布了新的电池和电池废物法规。新规例保留了指令2006/66/EC所载的大部分化学品和标签规定。然而，它也增加了铅的限制限值和镉的标签限值。主要化学品及标签规定如下:

 

1. Restriction Limits 限值

Lead (newly added)铅（新加）
Portable batteries便携式电池: ≤ 0.01%, effective 18 August 2024
Portable zinc-air button cells便携式锌空气纽扣电池: ≤ 0.01%, effective 18 August 2028

Cadmium镉
Portable batteries: ≤ 0.002%

Mercury汞
Batteries: ≤ 0.0005%
 

 

​2. Labelling Limits标签限值 - shall label the chemical symbols beneath the separate collection symbol if exceeds the below limits
Lead (Pb)
All batteries: ≤​ 0.004%

Cadmium (Cd) (newly added)
All batteries: ≤ 0.002%
 

3. Labelling, marking and information requirements标签、标识和说明书要求

​- information identifying the manufacturer标识制造商的信息

- the ​battery category and information identifying the battery电池的类别和识别电池的信息

- the place of manufacture生产地址

- the date of manufacture生产日期

- the weight重量

- the capacity容量

- the chemistry化学

- the hazardous substances present in the battery, other than mercury, cadmium or lead电池中除汞、镉、铅以外的有害物质

- usable extinguishing agent可用灭火剂

- critical raw materials present in the battery in a concentration of more than 0.1% weight by weight电池中存在的关键原材料的浓度超过0.1%的重量比

- symbol for separate collection of batteries (the crossed-out wheeled bin) 单独收集电池的符号(划掉的轮式垃圾箱)

- QR code QR码

 

Directive 2006/66/EC is repealed with effect from August 18, 2025. 指令2006/66/EC将于2025年8月18日废止。
